Separately, Texas Gov. Greg Abbott ordered all state agencies to halt spending on Flock cameras (Aug 28), after a Texas Tribune investigation found the state's Motor Vehicle Crime Prevention Authority had funneled $30 million+ in grants to build out the network, including a $15.9 million DPS contract for roughly 1,200 cameras — a statewide funding freeze, not a local cancellation, so it isn't counted in the tally below. A fresh round since: Goochland County, VA (Aug 27-28, first Central Virginia agency to drop Flock, citing public pushback with no misuse ever identified) — Lincoln, RI and New Bedford, MA (both paused amid new officer-misuse fallout) — Auburn, ME (cameras deactivated Aug 25, the state's first Flock exit) — North Tonawanda, NY (first Western New York city to pull support, camera removal underway) — and Lincoln County, ID (sheriff dropped the Shoshone cameras Aug 25 after community pushback). Ron DeSantis citing "concerning reports of misuse, data privacy concerns and surveillance schemes" — affecting an estimated 700 cameras on state roads only, not counted in the tally below since it's a state-level order rather than a single community's vote) — and, closing out the week: Champlin, MN (Sep 1, pulled every Flock camera offline after vandals struck two sites) and Isanti County, MN (ended its trial by month's end after 2 of 8 camera poles were cut down) — plus a same-day Massachusetts wave: Abington, Ayer, and Groton, MA (all terminated their contracts Sept 1) and Southbridge, MA (paused use pending statewide guardrails, cameras installed earlier in 2026 but never used operationally) — and Menasha, WI (Sept 1, mayor ordered all cameras bagged/disabled and recommended the common council terminate the contract, Wisconsin's first tracked pullback). Newest: a Virginia wave that swept 16 more localities beyond Lynchburg's own upgrade to full termination — since mid-July, Elkton (5-0, Jul 21), Bland County (stopped Jul 11), Floyd County (contract lapsed end of Aug), Giles County (contract expires Oct 16), Halifax County (Aug 28), Henry County, and Martinsville (winding down since May over cost) all ended or let expire their Flock use, followed in three frantic early-September days by Wythe County and Wytheville (Sept 1-2), Charlotte County (paused for public input), Appomattox County and Campbell County (both terminated Sept 2), Dumfries (voted 4-2 to remove 8 cameras before they ever went live, Sept 2), King William County (formal non-renewal notice), and Bedford County and Amherst County (both paused Sept 3, sheriffs citing unexplained "discrepancies" in Flock's vehicle counts) — plus Easton, MA (won't renew past October) and Dayton, MN, whose council voted 5-0 to suspend its entire ALPR program, Flock included, through Dec. 31, 2027, after several cameras were vandalized in mid-August. Newest: St. Paul, MN removed its two city-owned cameras after a unanimous council resolution (Aug 26); North Kingstown, RI voted 3-2 to terminate its 6-camera contract (Aug 19); and Bastrop, TX covered all 12 of its cameras ahead of a Sept. 8 vote to cancel the contract outright. A Wisconsin data-leak wave broke Sep 4-5: Fond du Lac County (25 cameras) and Winnebago County both shut down their entire Flock networks immediately after discovering that search logs tied to active investigations had leaked out nationwide when other states' agencies filled open-records requests for Flock's shared, cross-state data — Neenah, Fox Crossing, Winneconne, and the UW-Oshkosh PD followed Winnebago's lead — while Sheboygan (a separate dispute: it says Flock tried to sell the city its own captured traffic data back to it) covered its 15 cameras ahead of a Sept. 8 council vote to terminate. Also newest: Leander, TX's council directed staff to cut Flock funding on Sept. 3, and the department deactivated all 14 cameras the next day, citing privacy and misuse concerns raised by the "DeFlock Leander" group and neighboring Pflugerville's own contract termination. The Wisconsin data-leak fallout kept widening into the weekend: Racine County (Sep 4-5) walked away after Sheriff Christopher Schmaling said Flock had quietly expanded into collecting traffic-volume and speed data beyond what the county agreed to and then tried to sell that data back to it — "this is not what we agreed to" — while Kenosha (announced Sep 3) gave Flock its 30-day cancellation notice and is switching its plate-reader hardware to competitor Axon over undisclosed tracking and data-security concerns, joining Fond du Lac County, Winnebago County, and Sheboygan in the state's pullback.
